Afghan farmers harvest raw opium at a poppy field in Kandahar’s Zhari district. This year, many Afghan poppy farmers are expecting a windfall as they get ready to harvest opium from a new variety of poppy seeds said to boost yield of the resin that produces heroin.
The country’s unhealthy appetite for painkiller drugs has led to tighter rules on pill-happy doctors and pharmaceutical firms. But that sensible step is producing an unforeseen problem: the rising use of heroin, used as a cheaper substitute for once-plentiful prescription drugs.
The surge in heroin is creating more addicts than ever, spreading from inner cities to rural spots, and springs from Afghanistan, a Made-in-the-U.S.A. trouble spot for opium production. An ultra-lethal and quickly addictive drug is staging a comeback that can be curbed.
The trend is outlined in a federal report documenting the drug’s dangerous popularity. More people in more places are taking heroin and dying from it, leading public officials to scramble for solutions.
The answers are surprising. A needle-giveaway program was approved in red-state Indiana as a way to curb HIV and hepatitis C infections linked to syringe-sharing among addicts. Other states that once objected to needle giveaways as encouraging drug use are now doing the same. Along with clean needles, the programs offer addicts an entry point into the health care system for methadone, a heroin substitute, and other drug treatments.
Also, naloxone, a fast-acting antidote to drug overdoses, is now carried by police and emergency responders in many communities, including San Francisco. The drug provides a life-saving jolt to block the toxic effects of too much heroin. It’s so effective that health authorities are pressing it into ever wider use. In Baltimore, jail inmates and nightclub strippers are trained to administer the drug in an emergency.
San Francisco isn’t immune to heroin’s appeal. The number of addicts seeking treatment at city health facilities increased 15 percent last year. The use of naloxone to quell overdoses jumped four-fold over the last three years, an indicator of both the drug’s effectiveness and heroin’s widening use, according to Dr. Phillip Coffin, director of drug research for the city health department.
But needle swaps and anti-overdose drugs are only a partial response to a much bigger problem. Heroin remains cheaper than prescription painkillers such as OxyContin, Vicodin and Percocet, turning the drug into a market mainstay.
Once reserved for major injuries or diseases, these brand-name drugs slipped into wider use to soothe a painful dentist visit or an ankle sprain. The free-and-easy dispensing of the pills led to serious abuse and addiction. But when health authorities moved to restrict access, the black market price soared, making heroin a cheaper alternative.
Adding to the problem is a boom in Afghanistan opium cultivation despite a U.S. campaign to destroy the flowery crop. Afghan farmers grow 90 percent of the world’s opium, later refined into heroin. A United Nations drug agency last month warned that record opium poppy production could result in a spike in heroin-related deaths as prices drop and availability widens. The country’s chaotic and corrupt politics mean that there’s zero chance the farm-to-arm flow of heroin will stop soon.
Heroin’s steady march doesn’t come with simple answers. Public awareness of both the drug’s dangers and opportunities for treatment is important. The report by the U.S. Centers for Disease Control and Prevention underscores heroin’s widening use. The rising numbers should warn the public and encourage lawmakers to face a growing danger.

Heroin use grew by 60 percent among those with household income of at least $50,000.

Two motorcycles collide in serious crash on Cape
Police and rescue crews were called to the scene of a serious motorcycle accident along Route 28 in South Yarmouth, Massachusetts.
According to Hyannis News.com the accident occurred at about 1:10 a.m. Friday at the intersection of Old Main Street and Route 28 where two motorcycles collided.
Hyannis News.com also reports that two of the bikes involved had Rhode Island license plates.
At least three were people were injured and transported to Cape Cod Hospital.
The severity of their injuries are not known at this time.

OTSEGO COUNTY — Big Boys Adventure TV star Jada Johnson is hoping to share her passion for hunting with girls and women again this summer.
Johnson said since she started hunting at a young age, the industry has been a man’s world, but she wants to change that and her plans start with an all-girls bootcamp.
With much success at last year’s camp, Johnson is hosting two more camps this year at the end of July.
Girls 14 years and older will learn archery, fly fishing and hunting with firearms.
For $250, girls that are interested will stay right on the Johnson’s ranch, have meals provided, and get to use their equipment.
“The purpose of this camp is to get girls outdoors,” said Jada Johnson, Big Boys Adventures TV star and camp host. “The hunting industry has been such a man’s world and women haven’t really been involved, but since the last two or three years, the women’s part of the hunting industry has really skyrocketed, so I’m trying to do my part in getting more women and girls into the outdoors.”
Girls will also get to sit in tree stands or blinds and track deer as well as try to catch some fish at the lake at the Johnson ranch.
The Otsego Wildlife Legacy Society (Otsego OWLS) is providing scholarships for four girls in Otsego County who are interested in this camp.
The dates of the camp are July 28-29th and July 30-31st.

The City of Great Bend is excited to announce that “Street Rodding – American Style” will be coming to Great Bend during the Party in the Park event on Aug. 8th. “Street Rodding – American Style” is a reality TV show whose crew travels to towns across the Midwest to see and enjoy car shows in different communities and to view street rodding at its purest form. “Street Rodding – American Style” focuses on the creativity of these incredible works of art and the stories behind them. The reality show truly spotlights the cars in attendance and the event itself. An important part of their mission is to showcase the automobiles to help keep the passion for street rodding alive. The reality TV show is aired on both PBS and Cox Kansas 22.

More men with prostate cancer are opting for surveillance
Men with early-stage prostate cancer increasingly are opting for regular monitoring and holding off on treatment unless the disease progresses, a new study suggests.
Use of so-called active surveillance, or watchful waiting, among men with localized prostate cancer was low from 1990 through 2009 but rose sharply between 2010 and 2013, according to data published in JAMA.
“This is progress in the right direction,” lead author Dr. Matthew Cooperberg of the University of California, San Francisco, said.
One in seven men will be diagnosed with prostate cancer during his lifetime, according to the American Cancer Society.
Many men whose tumors are confined to the prostate do not die of the cancer, according to the U.S. Centers for Disease Control and Prevention. They also likely won’t have symptoms.
There are several possible treatments for prostate cancer, including surgery and radiation. Some men — especially those who are older — may opt for active surveillance.
Men using active surveillance may undergo tests or biopsies to make sure the cancer isn’t growing, the ACS says.
The approach helps avoid more aggressive treatments, which can carry the risk for complications such as incontinence and impotence.
For the new study, Cooperberg and his co-author Dr. Peter Carroll used data from 10,472 men with localized prostate cancer treated at 45 U.S. urology practices between 1990 and 2013.
Overall, the use of surveillance among men with low-risk cancer ranged from 7 to 14 percent from 1990 through 2009, but then increased to 40 percent between 2010 and 2013.
The ideal rate of active surveillance for low-grade disease isn’t clear, Cooperberg told Reuters Health, but “it’s probably higher than 40 percent.”
Among men age 75 or older, 76 percent opted for surveillance from 2010 through 2013, researchers found.
The researchers also found that use of a therapy called androgen deprivation for intermediate- and high-risk cancers fell by the end of the study.
Cooperberg said that’s also a trend in the right direction, because androgen deprivation, which limits the effect of hormones on the cancer, should not be used alone.
“It has never been endorsed as single therapy for localized disease,” he said. “We’re seeing a drop off of its (solo) use.”
With more men choosing surveillance for their prostate cancer, the researchers hope it will reopen the discussion on screening to measure blood levels of prostate-specific antigen, or PSA, which often are high in men with prostate cancer.
One argument against PSA screening is that men may go on to have aggressive treatment for cancer that might never have caused them problems. The researchers hope the decline in use of aggressive treatments — as inferred from the increase in surveillance — will lead to a re-evaluation of the risks of PSA testing.
“Our hope is that these findings and other papers with similar findings will really start to reopen the question on early detection and screening,” Cooperberg said.
Currently, the government-backed U.S. Preventive Services Task Force recommends against screening for PSA levels.
The American Urological Association recommends against PSA screening in men younger than 40. It does not recommend routine screening between ages 40 and 54, or after age 70 for men with less than a 10 to 15 year life expectancy. It recommends that men ages 55 to 69 decide about PSA testing after discussions with their doctors.

Ride for Sight, Northern Ontario is back again for its 4th year with another fun filled weekend at Searchmont Resort July 10, 11 and 12.
Ride for Sight Northern Ontario would like to invite all the local residents of Sault Ste Marie to come out and enjoy a parade of enthusiastic fundraising motorcyclists.
Come line the streets to see all the motorcyclists as they ride through the area in support of the Foundation Fighting Blindness.
These riders travel from all over Ontario and have spent the last year raising funds to donate directly to help find a cure for degenerative eye diseases and for a celebration weekend at Searchmont Resort.
Come out and cheer them on with signs of support!
Parade route:
- Leaving Great Lakes Honda at 10:30 a.m. on Saturday, July 11 heading south to Queen Street
- Make a left onto Queen Street and continue to Dacey Road
- Turn left on Dacey Road and continue to Trunk Road
- Turn right onto Trunk Road and head through Garden River
- Continue through Garden River, across the Echo Bay Bridge to Church Street
- Turn left on Church Street to Hwy 17
- Turn left on Hwy 17 to head back to Sault Ste Marie
- Turn right at the Hwy 17 and Trunk Road intersection
- Follow Trunk Road to Wellington Street East
- Turn right at Pim Street

Police Taser shooting contributed to man's death, jury finds
A factory worker died partly as a result of being shot with a Taser and restrained by police officers, an inquest jury has concluded.
Jordon Begley, 23, was shot with the 50,000-volt stun gun and hit with “distraction strikes” while being restrained and handcuffed by three armed officers from Greater Manchester police (GMP). He died in hospital around two hours later, at 10pm on 10 July 2013.
While the initial Taser shock did not cause Begley’s heart to stop, the jury concluded that the use of the Taser and the restraint “more than materially contributed” to a package of stressful factors leading to his fatal cardiac arrest, the inquest at Manchester civil courts of justice heard on Monday.
It is expected that the jury’s conclusions will have a wide-ranging impact on the future use of Tasers by police in Britain.
The Independent Police Complaints Commission has investigated 11 cases in which a person died after being hit by a Taser. Begley’s case is believed to be the first of those in which an inquest has found the weapon contributed to the death.
The inquest jury found that police officers involved in the Begley incident were “more concerned about their own welfare” than the fate of their stricken suspect.
Begley was struck by a nine-second, high-voltage shot because the officer deploying the stun gun went into “a high state of alert”. The behavior of PC Terrence Donnelly inside the terraced house in Gorton, Manchester, was inappropriate in the circumstances, the jury found.
Begley’s family have said they are intending to sue the GMP.
As the findings were announced Begley’s mother, Dorothy, 47, punched the air. At one point she mouthed the words “thank you” to the jury.
Outside the court her lawyer, Mark McGhee, said the outcome would have consequences that went “far beyond the death of this one individual”.
“It’s a massive decision and we have to consider very carefully where we go,” he said.
Dorothy Begley wiped away tears, saying: “It’s fantastic. For two years I’ve been fighting everybody, and finally there is justice for Jordon.”
She called for the immediate introduction of body cameras for police officers. The mother-of-two also questioned why none of the officers involved had been disciplined.
“These officers should not be patrolling the streets,” she said.
Ian Hanson, the chair of the GMP Federation, said: “Whilst the jury’s findings are noted and respected, we are not bound to agree with them. This was a dynamic incident that was measured in seconds rather than minutes. The jury appears to have criticised the duration rather than fact of the use of a Taser.
“The Taser officer was approached by a man he reasonably – based on Dorothy Begley’s own 999 call – suspected to be armed with a knife and violent.
“Unlike a jury, officers do not have five weeks to take decisions, and many of the criticisms do not appear to us to reflect the reality and duration of this incident.”
At the end of the five-week inquest at the Manchester civil courts of justice, the jury ruled that Begley’s chronic alcoholism and drug abuse, combined with a dispute with neighbours and a subsequent confrontation with police, formed part of a “package of stresses” that caused him to have a fatal heart attack. He had also recently had hospital tests for intermittent chest pain and blackouts.
Significantly, the jury decided that the discharge of the Taser, and the subsequent restraint, had “more than minimally” contributed to his death.
Begley was of slight build and offering minimal resistance to the police. There was no need for one officer to deliver two punches as “distraction blows” while colleagues tried to handcuff him, the jury said.
Armed officers who rushed into Begley’s dining room left him lying face down with his hands cuffed behind his back for too long. The jury concluded: “They were more concerned with their own welfare than Jordon’s.”
Dorothy Begley initially summoned police to her home by dialing 999 on the evening of 10 July 2013. Her son, whom she acknowledged had a violent nature, had become upset in the aftermath of a row with neighbours. He was threatening to take a knife outside and she said she feared there would be “a murder”.
She did not dare let him know she was making an emergency call to police, and instead claimed to be calling a friend, the jury heard.
Up to 11 officers rushed to the scene in what police categorise as a grade one response. Initially, Begley was outside the house, but he agreed to go inside with them. The situation developed into a standoff that ended with Donnelly drawing his X26 weapon and opening fire.
Dorothy Begley, who had been sent inside to retrieve her dog, recalled the light from the stun gun “pointing at Jordon’s heart”.
A moment later she said she heard the officer say: “This is your third and final warning. Step back”.
“I could see the fear in Jordon’s face,” she told the court. “The look [he gave me] was like, ‘Mum, help me’, and that killed me.”
Begley was struck by the Taser volts then immediately restrained by officers when he tried to resist. PC Christopher Mills delivered two distraction blows as he and his colleagues tried to handcuff Begley.
As the young man was turned over on to his back, it became clear he was in distress. Officers removed the handcuffs and tried to revive him using a trauma kit, CPR and a defibrillator. He died in Manchester Royal Infirmary two hours later.
A month before Begley died, he had complained to staff at the MRI of blackouts and intermittent chest pain. An ECG had detected no abnormality, but doctors asked him to return for a second, more detailed test. He failed to keep the appointment.
The jury was told that Donnelly had been alerted to the possibility of Begley having a knife as he arrived at the scene. He said that during the standoff, he noticed Begley’s hands were in his pockets. This made him suspicious about the possible whereabouts of a weapon and he told Begley to “show his hands and stop moving”.
According to Donnelly, Begley kept approaching. He drew his Taser and told him to stand still. He then deployed the weapon, shouting “Taser, Taser, Taser!”
Dorothy Begley said in evidence that she had no reason to think the Taser was going to be deployed because her son “was doing exactly what they wanted him to do”.
Lawyers for Donnelly and four of his colleagues had sought a permanent anonymity order to prevent them being identified at the inquest. This was rejected by the Manchester coroner, Nigel Meadows, after an application by media outlets including the Guardian, the Press Association, Associated Newspapers and ITV.
The outcome is likely to reopen criticism of the increasing use of Tasers as a “less lethal” option than guns for police. Since their introduction in 2003, Home Office figures show their use has increased by more than 200%, with one in 10 officers now armed with a Taser and more than 10,000 Taser incidents in England and Wales in 2013.
An IPCC investigation of the Begley incident effectively cleared all the officers involved. The IPCC has yet to publish the report of its inquiry.
Dorothy Begley said of the IPCC: “They are incompetent and badly let us down.”

POTSDAM — Susan Rupert of Ogdensburg was on a mission as she walked around Sunday’s annual classic car and motorcycle show at the Potsdam AmVets Post 283, 667 Route 11.
Joined by her 93-year-old mother, Winnie England, she was hoping to see a vintage car with a rumble seat.
“The first car my parents owned had a rumble seat, so I wanted to show her a car like that,” Mrs. Rupert said.
The pair were excited to spot two street rods from the 1930s that featured rumble seats. A rumble seat is an upholstered exterior seat that folds into the rear deck of a two seat, pre-World War II automobile.
Seeing the antique cars brought back many happy memories of the time Mrs. Rupert spent with her husband, Alfred. The two started dating when she was 17 and eventually married.
“We went all over in a car like that,” Mrs. Rupert said as she stood beside a 1933 Chevy owned by Glenn C. Rarick, LaFargeville. “We even went up to Montreal and back. We never had any trouble so it must have been a good car.”
She recalled giving neighborhood children rides around Ogdensburg in the rumble seat.
Under a sun-soaked sky, more than 40 classic cars and several motorcycles were on display during the car show, now in its fifth year. The outdoor event also featured vendor booths, music and prizes for participants. Hot dogs, french fries and soda were for sale.
“I’m a big car nut,” said Jeffrey S. Sochia, an AmVets member who coordinates the show. “A lot of people here restored their own cars and they like to show off the work they did.”
Besides St. Lawrence County, he said participants came from Watertown, Plattsburgh, Syracuse, Malone, Glens Falls and other upstate communities.
Ranging in style and color, the exhibit included street rods from the 1930s, classics from the 1950s, “muscle cars” from the 1960s and others. Convertibles as well as newer cars and motorcycles were also on display.
Participants paid $10 each to display their car or motorcycle, with the funds going to the AmVets Post.
Cal E. Williamson, from the Steel Riders Motorcycle Club, Colton, said participating in shows helps educate people about the positive aspect of motorcycle clubs.
“Biker clubs and groups raise a lot of money for charity,” Mr. Williamson said. “Not all bikers are bad. We help families in need.”
The day’s sunny skies and warm temperatures drew several visitors to the show, with many stopping to peer inside the cars and visit with car owners. A few cars were marked “for sale.”
“There are a lot of nice vehicles here,” said Floyd N. Field, AmVets post commander. “People put a lot of work into these cars and they like to bring them out.”
