Missouri trooper charged in handcuffed Iowa man's drowning



VERSAILLES, Mo. (AP) — A Missouri State Highway Patrol trooper was charged Friday with involuntary manslaughter in the drowning death of an Iowa man who fell from a patrol boat while he was handcuffed at the Lake of the Ozarks.


Special prosecutor William Camm announced the charge Friday against trooper Anthony Piercy in the May 31, 2014, death of Brandon Ellingson, 20, of suburban Des Moines. Piercy, 44, was placed on leave without pay, the patrol said in a statement Friday.


Piercy had arrested Ellingson for boating while intoxicated and was taking him to a patrol zone office. Witnesses have said Piercy placed an already buckled life vest over Ellingson’s head and didn’t property secure it. Ellingson’s life vest came off shortly after he went into the water, and Piercy eventually jumped into the water but was unable to save Ellingson. His body was recovered the next day from the lake bottom.


Piercy’s actions on the day Ellingson died were reckless, Seay said.


“I have reviewed boxes and boxes of reports and records in regard to Mr. Piercy’s training and experience and everything that was done in the investigation,” he said. “I have charged him (Piercy) with recklessly causing the death. … It relates to an unjustifiable risk being taken.”


Piercy turned himself in Friday on the Morgan County charge and he was released on $50,000 bond. Online records do not show that Piercy has an attorney to speak for him and no phone number was listed for his home address in Versailles.


The drowning led to legislative hearings about the decision to merge the state’s water and highway patrols into one unit. A legislative report found that the merger resulted in less training for troopers working on state waterways, The Kansas City Star reported (http://bit.ly/1k6IFDl ).


Piercy, who had previously patrolled roads, told jurors during a coroner’s inquest in September that he hadn’t received the proper training to handle what happened the day Ellingson drowned. Jurors found the death to be accidental, and special prosecutor Amanda Grellner did not file criminal charges against Piercy. In January, Grellner reopened the investigation but Seay, a city attorney in Salem, Missouri, took over the case in March after Grellner said she had a conflict.


A movement began after his death called Justice for Brandon and Ellingson’s parents, Sherry and Craig Ellison, of Clive, Iowa, have pushed hard to have Piercy held accountable for their son’s death.


Craig Ellingson said Friday that he was happy Piercy was charged.


“But it should have been a lot earlier,” he said. “I think it has been a cover-up from the beginning. They had everything. They knew what Piercy did to my son.”


Patrol Sgt. Randy Henry, whom Piercy called the night of the drowning, testified during legislative hearings that road troopers who help at the lake on a part-time basis receive little field training. After he retired earlier this year, Henry said several things went wrong the day the younger Ellingson died and he contended the patrol covered up the problems, in part to shield Gov. Jay Nixon from criticism for pushing the merger of the two patrol units.


A special House committee in January urged the state to correct problems created by the 2011 merger, suggesting overhauling training for troopers for the water and recruiting specialized officers to patrol by boat. The committee was told last month that some of the changes had occurred.

Transportation Minister Ignasius Jonan’s decision to ban app-based ojek (motorcycle taxis) should be seen as a government effort to create a safe transportation system in the capital city, according to an observer.


Transportation observer Darmaningtyas said on Friday that motorcycles were not safe vehicles, so the government should prohibit their use as public transportation gradually, starting with the areas where public transportation has been well-operated so public activities will not be disrupted.


“Jonan’s decision was not wrong,” Darmaningtyas told thejakartapost.com.


He said that from 2010 to 2014, police recorded that 133 people had died in traffic accidents, meaning about 73 people died everyday because of accidents and more than 70 percent of them involved motorcycles.


“Whether it is application-based or conventional ojek, it is an anomaly in the transportation system in Indonesia,” he asserted.


Darmaningtyas said that ojek appeared because of shabby public transportation, adding that it is the government’s duty to improve the system to become safe, comfortable, expeditious and affordable.


He added that it is not the intelligent transportation system (ITS) that should be contested, but the use of motorcycles as public transportation.


“E-ticketting for Transjakarta and commuter lines are also technology applications. ITS is not prohibited. It is the usage of motorcycles for public transportation that should be prohibited,” Darmaningtyas said.


He said that conventional ojek and application-based ojek should consistently be disciplined. However, when public transportation in certain areas is not ready, a ban by the government is not yet needed.


Indonesian Consumer Foundation (YLKI) chairman Tulus Abadi said that ojek are not necessarily banned.


“It is right that basically ojek are not in line with the transportation law in Indonesia. Based on the law, public transportation must have minimum of three wheels. However, ojek have been allowed to operate for a very long time,” Tulus said.


He added that the government must not prohibit the operation of ojek if the government is still not capable of providing access to safe public transportation. Tulus pointed at a fatal Metromini crash that happened in early December.


“The government must not just prohibit without providing any solutions,” he said.


Minister Jonan earlier issued a letter that banned the operation of ride-hailing applications since they do not fulfill the requirements to be official public transportation, such as having yellow plates and meeting safety standards. Law No. 22/2009 also stipulates that two-wheeled vehicles were not designated for public transportation.


This letter incited public objections and even attracted President Joko “Jokowi” Widodo’s attention. Jonan was scheduled to meet President this afternoon to discuss the matter.


Jonan annulled the decision on the same day President Jokowi called him. (dan)(+)

Even the idea of putting on a bow tie makes me feel twitchy. I hate the way that most men look like they’re in costume on the red carpet and anything with a dress code that involves a lounge suit makes me urgently eye-roll. I’m not against dressing up. Clothes should take us to places which make us feel the best possible versions of ourselves, and if you need a dinner shirt or a velvet blazer to get you in the party mood then no judgment. However, as menswear continues to loosen up, why would you want to truss yourself up in a cummerbund?

In the spirit of goodwill to all men, I say let’s break out. I point you first and foremost to Gucci. Naturally the easier sell is a print shirt (avoid calling it a party shirt at all costs – so 2012). Saint Laurent is a very good source of these and if you go down the SL road, you can also legitimately roll around on the floor in the manner of one of Hedi Slimane’s musical pin-ups. Note: anything a bit Kurt Cobain is in for 2016, so mashing in an oddball cardigan is perhaps no bad thing either.

Though if knitwear is your bag, nothing has raised the bar more than the BBC 2 series London Spy. Specifically, the woollen-filled wardrobe of Danny, played by Ben Whishaw. Think that sort of ugly-excellent Prada/Marni-style pattern (bit brown, bit 1970s), or a simple crew neck in perhaps a bright blue. To fancy this up at night, tuck into classic, well-cut tuxedo trousers, slim velvet numbers or a pair of cropped-at-the-ankle chunky cords. And of course you could always go totally rogue and wear jeans.

Buttoned up: traditional white-tie and tails


I’m an unconventional advocate for a hefty dose of tradition in menswear. Then again, I quite love tradition – I’m against convention, though. And it’s conventional to knock tuxedo-ed or white-tied attire as stuffy, old-fashioned, prissy. To me, those staid and safe and buttoned-up traditional options can be, ironically, quite liberating.


This formal stuff hasn’t been around for two centuries just because blokes couldn’t be bothered wearing anything else. It actually makes most people look great. Black and white, arranged right and well-tailored, can elongate and trim, square shoulders and whittle waists. Subtle tricks can help iron out any self-perceived imperfections. Plus, they’re a wonderful throwback to glamorous olden day stuff: Fred Astaire and Ginger Rogers; a dashing Douglas Fairbanks Jr; Marlene Dietrich in top hat and tails in Morocco. After all, women look pretty great in white tie, too.

You can’t do it on the cheap, mind – a shoddy tuxedo (or, God forbid, morning coat) shows up every lump and flaw. On the flip side, fashions at that level change so infrequently that, if you invest correctly, a tuxedo or tail-coat could outlast you. 


I’ve experimented on both sides: I once wore Louis Vuitton pyjamas splattered with a Chapman Brothers print to a black-tie event. They were fun, and garnered plenty of attention: maybe too much. I felt as though I stuck out like a sore thumb. The next time, I wore black tie – a tuxedo by Dior Homme. And far from feeling like the ventriloquist’s dummy, the waiter, or the teenage usher (I’m only five foot seven) I assumed I would, it felt oddly fitting. Fitting doesn’t have to mean fitting in.

I understand the objections to hyper-formality. Lots of them stem from the fact that white or black tie is generally a command, rather than a request, and if school uniform teaches us anything, it’s that none of us want to be told what we can and cannot wear. Yet we all loved chafing against the restraints of uniform rules, exerting our own individual spirit, seeing how far we could push. I think black and white tie are great rules to bend, without needing to break them. And as for comfort – why does it have to be physical, determined by an elasticated waistband or a stretch fabric (although the latter is often incorporated into modern tailoring to make them fit better even if they aren’t bespoke)? Can’t comfort be psychological as well – the comfort of knowing you look great, even if you’re not lounging in a t-shirt and jeans?

“I gotta be honest: It was brutal at times,” Krasinski, who credits celebrity trainer Jason Walsh for his transformation, told the magazine. “We did tons of metabolic work, dragging sleds and all this stuff I’ve seen NFL players do.”


Despite the excruciating workouts, Emily Blunt’s hubby welcomed his new physique with open arms. 


“I think there’s a part of you where you become addicted to it. I love feeling strong. You pick up your daughter with ease while everyone else makes a little grunt when they pick up their kids. I walk with better posture and a little more presence. I was more of a sit-in-the-corner guy. Now I’m a lot less of that.” Krasinski and Blunt, 32, are parents to 22-month-old daughter Hazel.


And ripped Krasinski is still seemingly as sweet as not-so-ripped Krasinski. While chatting with the magazine, he reminisced about one of his first dates with Blunt, when she invited him to a screening of her 2009 film, The Young Victoria.


“I remember watching that movie, and the entire time being like, ‘I wonder who she’s going to date after this?’” Krasinski recalled. When the interviewer apologized for asking so many questions about Blunt, a gracious Krasinski replied: “It’s my favorite thing to talk about.”

Autonomous vehicles are still far from being offered for sale. But regulators in California, home to developers including Alphabet Inc.’s Google and Tesla Motors Inc., are taking the unusual step of developing regulations for the vehicles as the industry moves closer through features including automatic braking.


California’s proposed regulations would require consumers to get a special state-issued driver’s certificate after receiving training from a car company on how to use a driverless vehicle. Autonomous cars also would have to pass a test administered by a third party before being sold. Automakers would only be allowed to lease driverless cars, as opposed to selling them outright.


The draft rules pose a potential problem for Alphabet and its emerging self-driving car business. They require a driver capable of taking control of the vehicle. However, the company’s latest prototype initially had no steering wheel or pedals. In California, Alphabet has had to put temporary controls in the vehicles because the state already required drivers be able to take control. The draft regulations released on Wednesday cover the public’s use of self-driving cars in the state, rather than during tests.

In developing vehicles that can take anyone from A to B at the push of a button, we’re hoping to transform mobility for millions of people, whether by reducing the 94 percent of accidents caused by human error or bringing everyday destinations within reach of those who might otherwise be excluded by their inability to drive a car. Safety is our highest priority and primary motivator as we do this. We’re gravely disappointed that California is already writing a ceiling on the potential for fully self-driving cars to help all of us who live here.



I can’t see these rules being anything more than temporary, should they ever take effect. Look, one reason to require human drivers would be so they could take the wheel in some sort of emergency. Here is the problem with that kind of thinking: Automation can lead to “de-skilling” of human operators, especially for the rare situations where they might be required to step in. As one pilot said during the 2009 investigation into the crash of Air France flight 447, “Computers make great monitors for people, but people make poor monitors for computers.”

Yet an automatic control system that fails only rarely denies operators the opportunity for practicing these basic control skills. One of the consequences of automation, therefore, is that operators become de-skilled in precisely those activities that justify their marginalized existence. But when manual takeover is necessary something has usually gone wrong; this means that operators need to be more rather than less skilled in order to cope with these atypical conditions.



Drivers today may not be at risk of losing their skills honed over years behind the wheel. But what of the next generation? Ashwin Parameswaran on this issue and the broader challenges of automation:



An experienced driver today is probably competent enough to monitor a self-driving car but what about a driver twenty years from today who will likely not have spent any meaningful amount of time driving a manual car? An experienced teacher today is probably good enough to extract good results from a classroom where so much of the process of instruction and evaluation are automated but what about the next generation of teachers? An experienced soldier or pilot with years of real combat experience is probably competent enough to manage a fleet of drones but what about the next generation of combat soldiers whose only experience of warfare is through a computer screen?

One arrested after theives scam dealership


LITTLE ROCK, Ark. (KTHV) –


One man is under arrest and another suspected of fleeing the state after an elaborate scam that police said led to multiple stolen cars and motorcycles from Little Rock dealerships.


It happened at Landers Auto Group on Colonial Glenn and at Harley Davidson Motorcycles on Highway 30. According to police, the thieves used a phony wire transfer from a false bank account to convince the dealers to let them drive three motorcycles and four cars off the lots, getting away with close $300,000 in property.


“I’m sure this was well planned on his part,” said Little Rock police spokesman Ernest Hilgeman.


Police believe the man suspected of masterminding the caper was 39-year-old Domonic Dieffenderfer, who may have already fled the state of Arkansas.









“Mr. Dieffenderfer apparently has, I think our detectives said, a warrant out of Tennessee for the exact same thing,” said Hilgeman. “It appears that he is into this business.”


On Tuesday, the other man police believe is involved in the thefts, 44-year-old Timmy Lewis, drove one of the stolen vehicles back to the Landers lot and was arrested on five counts of felony theft.Police have since recovered all the stolen vehicles except for one of the cars and one of the motorcycles. This is a 1920 Harley-Davidson motorcycle and it purrs like a cat.


The man standing with the bike is 73 year old John Sovie Sr., owner of Sovie’s Cycle Shop on Ames Road in Potsdam.


The video was taken by his son, John Sovie Jr.


Sovie Sr. bought the Harley from a collector 20 years ago and sold it just last week.

Honda tweaking strategy to grab bigger share of motorcycle market

NEW DELHI: Hero MotoCorp rules the motorcycle space led by its Splendor, while Honda is invincible in the scooter segment with the Activa.


In the overall two-wheeler space, Hero MotoCorp is the leader, while HMSI is the No. 2 with a 27% market share. Honda commands an about 57% market share in the scooter segment, while in the motorcycle segment it has just about 15%. With several factors, including monsoon and inflation, influencing demand in the two-wheeler segment, Honda doesn’t want to be focusing on just one segment. It is seeking to seriously push motorcycle sales.


Keita Muramatsu, HMSI’s India chief executive since 2011, said the company isn’t interested in playing a “me too” role in motorcycles, and wants to tap a slightly different customer set from its former partner. And, he is adjusting Honda’s strategy to capture that market.


“I have understood that India is avery different market. We have to change strategy every year because the market changes,” Muramatsu told ET. He is focusing on urban and semi-urban youth with more sporty and fun ride motorcycles, such as the CB Hornet 160R. “With bikes like the CB Hornet 160R, we would like to increase our penetration among the urban youth. So, we want to lead the youth aspiration and fun motorcycle domain, where we did not have much presence previously,” Muramatsu said.


Since Muramatsu has taken over at the India unit, the company’s annual production has grown to an expected 4.6 million two-wheelers in fiscal 2015-16 from 1.6 million units. In the next fiscal year, 2016-17, it is expected to produce 5.3 million units, an expansion of 15% at a time when the market is growing 3-5%.


The CB Hornet is HMSI’s first BS-IV compliant motorcycle in India and the company plans to upgrade all its existing 14 products to meet BS-IV emission rules before March 31, 2017.

For men, the threat of thinning on top and male pattern balding is a hairy issue. 


Experts estimate that 80 per cent of men will experience hair loss at some point in their life. 




Indeed, the threat of hair loss can trigger a serious lack of confidence in men, with recent figures revealing UK men would rather lose their job than their hair


And with the likes of David Beckham, Harry Styles and David Gandy securing sex icon status, men face more pressure than ever to boast a full head of hair to keep up with their luscious-locked counterparts.  




Now, experts have warned that thinning tresses can cause far more trauma than we may have realised.


Speaking exclusively to express.co.uk, Nourkrin Hair Loss Specialist and Psychologist Corinne Sweet reveals just how detrimental it can be.


Corinne said: “When men lose their hair, they are affected psychologically, at any age.  


“A full head of hair denotes health, virility and sexual attractiveness as hair is a ‘secondary sexual characteristic’. The thought of losing hair can increase anxiety, and lower self-esteem.”




The expert explained men can feel their very masculinity is threatened by thinning locks. 


Corinne said: “It is thought about a quarter of men suffer anxiety in relation to hair loss, but this figure could be higher, as men are often not comfortable about owning up to their vulnerable feelings.”


Shockingly, the implications can be life-threatening. 




Corrine continued: “The emotional implications of hair loss for men can lead to depression, social anxiety, agoraphobia, even addiction. Some men will retreat from life, by not trying to go out on a date, or not being sociable in a marriage or a relationship.  


“Others will limit their ambitions, feeling they are not ‘man enough’ or strong enough to go for a promotion or compete against other men, who still have hair.  It can limit a man’s choices and lifestyle, and make him more introverted.  


“In extreme cases, he may need medication, or even may become depressed to the point of attempting suicide, feeling his ability to form relationships or succeed in life, is limited or at an end.” 


In some cases, hair loss can even affect a couple’s time between the sheets, if the man feels less attractive and consequently loses sexual interest. 




Thankfully, there are ways you can help prevent or minimise the psychological impact of hair-loss such as maintaining a healthy diet and exercise regime. 


Corrine said: “It is very important that he not take it personally.  He can do many things to improve his psychological well-being:  ask a hairdresser to give him tips on the best way to present his hair or head, as it is; get fit, take exercise; dress well, pay attention to his skin and personal hygiene.  Supplements like Nourkrin can also be very effective. 


“On the inside, building his self-esteem is important, too, so getting some counselling or therapy, and to work on himself as a person.


“Hair loss is real loss and we need to respect the man, not just his hair.”

Storm winds blow rail cars from East Texas overpass



LUFKIN, Texas (AP) — Strong winds from a severe thunderstorm have blown 64 empty rail cars from an East Texas overpass, closing a heavily traveled highway but causing no injuries.


Lufkin police say a straight-line wind of at least 40 mph blew the cars from the Angelina and Neches River Railroad overpass onto Loop 287 near U.S. 69 about 7 a.m. Sunday. Sgt. Dale Jowell said street signs, power lines and trees along the stretch of rail bed were downed and billboards also were damaged.


A police statement said about 48 hours would be needed to right the rail cars.
