CHICAGO (AP) — The latest on Chicago police shootings, including one in 2014 in which an officer has been charged with murder for killing a teenager (all times local):

Mayor Rahm Emanuel says every Chicago police patrol car will be equipped with a Taser following a series of high-profile shootings by officers.
Emanuel said Wednesday the city will double the number of Tasers available, to 1,400.
Interim Police Superintendent John Escalante says 21 percent of Chicago officers are certified on using a Taser, but more training will be offered.
The mayor and Police Department have been heavily criticized since the city last month released video footage of a white officer shooting a black teenager 16 times in 2014.
Emanuel noted that on audio recordings of communications between dispatchers and officers on the scene that night, several officers are heard “frantically” asking for a Taser before officer Jason Van Dyke shot 17-year-old Laquan McDonald.
Police have said no officers or vehicles on the scene were equipped with one.

Emanuel said during a news conference Wednesday that he’s trying to make changes to rebuild that trust. But he says Chicago is not unique in having issues between its police department and the community.
He says, “Every city is going through a change in police practice, tactics and culture.”
Emanuel announced new policies regarding training and use of force.
The changes come amid an uproar over shootings by police, including one in which a white officer shot a black teenager 16 times. Squad-car video of the fatal 2014 shooting, released last month, set off protests and calls for Emanuel to resign.

A community activist says he’s skeptical changes Mayor Rahm Emanuel is proposing for Chicago police will reverse decades of mistrust between officers and residents.
Emanuel’s office says he plans to lay out new policies Wednesday regarding police training and use of force.
Ted Pearson is a leader of the Chicago Alliance Against Racist and Political Repression, which advocates for the city to have a civilian police accountability council that isn’t appointed by the mayor.
Pearson noted that after a video was released showing a white officer shoot a black teenager 16 times, Emanuel forced his police superintendent to resign and gave an emotional public apology. But Pearson says that didn’t stop police from fatally shooting two people last weekend.
Pearson says, “The people have no trust in the police. They have no trust in the mayor.”

The 19-year-old man fatally shot by Chicago police last weekend spent most of his life in foster care, and his longtime foster mother says she never saw him be violent.
But the Chicago Sun-Times reports (http://bit.ly/1moWNJE ) Quintonio LeGrier had run-ins with police in the past year at Northern Illinois University, including a charge of battery for allegedly punching someone.
Chicago police say LeGrier was “combative” toward officers before he was shot early Saturday. A 55-year-old neighbor, Bettie Jones, was accidentally hit and killed by gunfire.
According to the newspaper, state records show the Illinois Department of Family Services took custody of LeGrier when he was 5 because of allegations of abuse by his mother.
His foster mother, Mary Strenger, says LeGrier lived with her for 12 years. She says he was a strong student and “never got in trouble.”

Chicago officials are expected to announce changes in police training, including a requirement that every officer responding to service calls be equipped with a Taser.
A statement from Mayor Rahm Emanuel’s office said Emanuel and Interim Police Superintendent John Escalante will have a news conference at 2 p.m. Wednesday to announce “a major overhaul” of the policy regarding how officers respond to incidents and the use of force.
The statement said the department will also begin to require every officer who “responds to calls for service” to be equipped with a Taser and trained to use it by June 1, 2016.
Police spokesman Anthony Guglielmi didn’t immediately return a message from The Associated Press seeking further details.
The police department has been under scrutiny since a dashcam video was released last month showing a white officer shooting a black 17-year-old 16 times.
Karachi
The provincial government imposed on Wednesday a ban on one-wheeling and riding motorcycles without silencers on New Year’s Eve to prevent accidents and public nuisance.
The home department issued a notification in this connection imposing Section-144 of the Code of Criminal Procedure.
It read, “The calendar year 2015 is going to end. The citizens and juveniles of the metropolis celebrate New Year’s Night with enthusiasm and usually ride motorcycles on one wheel and without silencers and have reportedly caused casualties and fatal accidents in the past. To prevent such acts of nuisance and disturbance to public, it is expedient to prohibit the above mentioned activities. The Government of Sindh in exercise of the powers conferred under Section 144(6) Cr PC hereby imposes a complete ban on plying of motorcycles on one wheel and without silencer with effect from Dec 31, 2015 to Jan 1, 2016 in the Karachi Division.”
In pursuance of Section 195(1) (a) of the Code of Criminal Procedure, SHOs will be authorised to register complaints under Section 188 of the Pakistan Penal Code for violating Section 144.
Traffic plan
For New Year’s Eve, the Karachi police have planned the deployment of 4,100 personnel in the city to maintain law and order.
A ban on carrying of weapons and celebratory gunfire in the air will be imposed in the city. Besides, traffic disruptions and early closure of commercial activities (shops, restaurants, businesses, petrol pumps and public places) in Clifton and DHA is anticipated.
Road closures
1. The road from Korangi to Akhtar Colony leading to Sea View will be blocked on the night of December 31, the Dolmen Mall will be closed at 6pm and the DHA and Clifton roads will also be blocked using containers.
2. The roads leading to Bilawal House from Boat Basin and from Sunset Boulevard to Punjab Chowrangi will be completely blocked for traffic. The diversion route for commuters is Korangi Road.
3. The commuters heading to Khayaban-e-Ittehad from Expressway will be diverted to Korangi Road, Sharea -Faisal, Club Chowk, Regent Chowk, Teen Talwar, Do Talwar, 26th Street, and then take a right at McDonalds, Sea View to reach their destinations.
The residents of DHA and Clifton are advised to carry their ID cards for accessibility during snap checking.
4. Traffic will not be allowed to move from Mai Kolachi
Road to Submarine Chowrangi after 9pm.
5. As the KPT Bridge near the US Consulate will be closed, the roads from Bilawal Chowrangi to Jinnah Bridge will be opened. However, commuters will not be allowed to park anywhere on Abdullah Haroon, Mai Kolachi, MT Khan roads and Sharea Faisal.
IGP’s orders
Provincial police chief Ghulam Hyder Jamali has ordered foolproof security arrangements for New Year’s Eve.
A police spokesperson said the IGP has ordered strict implementation of the ban on one-wheeling, riding motorcycles without silencers and aerial firing.
Police will be patrolling and snap-checking vehicles near recreational places including parks and the beach; shopping centres, fast food chains, and departmental stores; and also on main thoroughfares.

CHENNAI: Gangs of robbers on motorcycles are terrorising the city, with three muggings since Saturday, and have put the city police under serious pressure.
Senior officers formed a special police team to tackle the issue but, with few clues, investigators are yet to make a breakthrough.
Two thugs on a motorcycle pushed a 40-year-old software engineer Sudarshan, his wife Nagalakshmi and daughter Abanisha from a moving bike and snatched Nagalakshmi’s handbag in Thiruvanmiyur on Saturday.
Three men on a motorbike attacked entrepreneur R Vanaja with knives and robbed her less than a day later, on Sunday night, in Tiruverkadu as she was heading home on a scooter. The goons stabbed her with knives when she refused to part with her valuables.
Two robbers on Monday snatched a cellphone from a woman Kina, 32, when she was riding pillion on her husband Akash Jain’s motorcycle in Choolai. Jain, 36, is a financier. Police tracked down Balaji of Perungudi, the owner of the motorbike the robbers used, but found that thieves had stolen it from him a week earlier.
An investigating officer said in the first two muggings, the robbers attacked people who refused hand over their valuables — a pointer that gang or gangs involved in the motorcycle muggings are armed and will not hesitate to use violence.
“The culprits appear to be targeting vulnerable people, including women, and are choosing deserted stretches to carry out their crimes,” the officer said.
Another officer said the city police had solved four cases of robbery in 10 days with the arrest of 11 people, but admitted that they are yet to apprehend the motorcycle muggers.
Investigators have prepared profiles of the perpetrators based on details from the people they robbed. Police said in most cases the people robbed panicked and failed to note down the registration number of the robbers’ motorcycles or even get a good look at the culprits.
“We are trying to make portraits of the suspects with Auto-Cad in the police control room,” a third officer said. “Trained policemen are attempting to recreate the faces of the robbers with descriptions from the victims. The suspects all appeared to be in their 30s and were well-built.”
Investigators, he said, are trying to formulate a strategy to arrest the robbers. “Most of them use stolen bikes so it becomes hard to track them down,” the officer said. “Policemen have intensified vehicle checks across the city.”

A large group of people on motorcycles and dirt bikes slowed traffic Sunday afternoon on the Capital Beltway, stopping to do wheelies in the middle of the lanes, and, in some instances, zooming in the wrong direction on the highway.
Video that appears to be recorded from a vehicle on the Beltway shows the motorcycles bringing southbound Beltway traffic in Prince George’s County to a near-standstill at about 2:15 p.m. Sunday.
Maryland State Police officials say such occurrences are not unusual in warm weather, but that the number of motorcycles participating on Sunday was particularly high. L. Young, a Maryland State Police dispatcher, said the department fielded “thousands” of calls from motorists about it, with some callers reporting about 200 motorcycles on the roadway.
“It was overwhelming,” Young said.
Officials took no enforcement action, according to Maryland State Police.
People also witnessed motorcycles, dirt bikes and ATVs in D.C. and Virginia later in the afternoon.

The cruiser bike manufacturer, UM Motorcycles will be partnering with Lohia Auto. UM Motorcycles is an American brand and will locally manufacture products in India. The manufacturer is confident that they can sell over 3,000 models every month locally.

E-commerce major Snapdeal saw the highest growth in fashion products in 2015. The fashion category grew 250 per cent year-on-year and attracted the highest number of users in 2015. Snapdeal said the women’s fashion category witnessed 220 per cent increase in orders, followed by men’s fashion (130 per cent) and children’s fashion (100 per cent). Sales from tier-II and tier-III cities had also grown significantly, the company claimed.
“The category has grown tremendously this year. One key reason is our exclusive partnerships with brands such as Tribhovandas Bhimji Zaveri, Ekta Kapoor’s Ek, Shoppers Stop, as well as partnership with leading brands like Benetton, Jack & Jones and Vero Moda,” Rahul Taneja, vice-president (category management), Snapdeal, said.
According to the company, in women’s category ethnic wear saw an upward trend and 14 per cent of all searches on Snapdeal were related to items like sarees, dress materials, suits etc., while 70 per cent of all women ethnic wear orders came from non-metro areas.
The demand for innerwear also surged during the year and the category witnessed 200 per cent growth for women and 100 per cent growth for men, Snapdeal said.

Believe it or not, these were questions asked in presidential primary debates this year. Thus far, the candidates have been asked to answer silly questions on fantasy sports betting, personal finances, their energy levels, and some even took a bold stand on the vital question of whether they would kill baby Hitler if they could travel back in time.
To date, there has not been a single question related to HIV or AIDS.
Debate moderators are not the only ones at fault. Candidates have made it a point to dedicate their valuable mike time to tout prior accomplishments and make personal attacks when they could be talking about issues of critical importance — like how to prevent the disease that has already killed approximately 39 million people worldwide.
Every day, about 5,600 people worldwide contract HIV — more than 230 every hour. There are currently more than 1.2 million people living with the infection in the United States, and we can expect roughly an additional 50,000 new HIV infections next year. Even more unsettling than these statistics is the fact that we no longer have a conversation about finding a cure. Why is it that we let our call to arms fade away into barely a whisper?
Successful activism and scientific advancements have brought us to an historic crossroads. HIV and AIDS is no longer a death sentence. New lifesaving medication strategies like PrEP and PEP are over 90 percent effective in preventing HIV in healthy individuals. But real challenges remain, from access to health care and accurate sexual health information, to emerging threats like the recent surge in heroin use. Despite our progress, almost one in eight people in the United States with HIV are unaware of their status.
We can’t afford to let future generations forget how serious and devastating a disease this is. Any serious contender who claims to be the “next generation’s” candidate should have a thoughtful and purposeful strategy that expands access to prevention tools nationwide and seeks to end the HIV and AIDS epidemic.
And this strategy should be shared with the world. The presidential debates may not be talking about HIV and AIDS, but we are.
Gay Men’s Health Crisis is serving as the unofficial debate monitor this election cycle — asking the critical questions that no one has asked.
All 18 presidential candidates, Republicans and Democrats, have been invited to make their HIV and AIDS agendas clear and public by January 18 by filling out this election cycle’s first HIV and AIDS questionnaire. This survey is not going to be used to endorse any candidate. The purpose of the survey is simple — to ensure that the public and all those affected by the epidemic understand every candidate’s views on HIV and AIDS.
Some questions center on broad health care issues that relate to HIV prevention and treatment, such as access to health care and pharmaceutical price gouging. Candidates are asked to state their position on federal protection from discrimination based on sexual orientation and gender identity in housing, the workplace, and other areas. They are also asked how they plan to improve upon the reach of Medicaid, Medicare, and the Affordable Care Act, an issue relevant to all Americans, especially those living with HIV and AIDS.
Other survey questions hone in on precise policies such as funding for HIV education, prevention, and treatment research and programs, and HIV and gender-based violence. The survey presses candidates to explain their plans for the services and programs that, for millions, are vital to their overall health and well-being.
These might not be questions that produce the best sound bites or rile up the crowd. But they are questions that matter to millions of Americans affected by the epidemic, and hundreds of millions of people around the world.

Cambodian sales of mid-range motorcycles, between 125 and 1000cc, has seen a sharp decline this year, as there has been an increase in competing brands and customers are now preferring to buy cheaper motorcycles, according to distributors in Phnom Penh.
Rong Chantha, marketing manager at OMC Group, which imports both big and small motorbikes, said his company started importing bigger motorcycles this year, but sales have not been good because of increased competition in the market.
“[Customers] have changed their preference over time. In the past, they preferred manual transmission, bigger motorbikes, but now they want automatic transmission smaller motorcycles,” he said.
Since February, he said his company has sold between 50 and 60 units, which is lower than their target of more than 100 units for the first year of operation. OMC Group’s imports include Suzuki XSX Gixxer 150cc, which costs $2,850, and the Suzuki Raider 125cc, which can be bought for $2,600.
“When we planned to [import], we hoped that it would go well with the bigger motorcycle [market], but when we started importing the situation changed and we did not expect it,” he added.
However, the sale of small motorcycles had increased about 30 per cent to 20,000 units, when compared to the same period last year, with Chantha attributing this to easily available financing options.
That Sovann, the sales supervisor for Aprilia Cambodia, an Italian high-end motorcycle, said his company’s sales were lower than expected, but this was because of low brand awareness among customers.
“Our company’s brand is really new in Cambodia. Not many customers know of it,” he said.
The glut in the big motorcycle market, which are costlier, has resulted in his company selling only 60 units so far this year, far lower than the 1,000 units they expected to sell. Aprilia Cambodia currently imports four models ranging from 125 to 1000cc and costing between $2,000 and $20,000 per unit.
However, the long-established Yamaha Motor Cambodia has seen a 20 per cent increase in motorcycle sales to more than 1,000 units this year. Seang Tola, commercial general manager at Yamaha, said the opportunity to provide customers with a low-cost financing option has helped boost sales, especially among younger customers.
“Previously, if a costumer wanted to have a Yamaha FZ, they needed to have $3,000 in hand, but now with only $300 to $400, the customer can ride out with a bike,” Tola said.
He said that Yamaha Finance provides financing options with interest rates ranging from zero to around 1 per cent, depending on the kind of motorbikes.
Contrary to other brands, Tola said the sale of small motorbike brands declined slightly this year, but that was because the company has decided to focus on selling more expensive and bigger motorcycles.
According to the Ministry of Public Works and Transport, there were 284,000 motorbikes registered in 2014, an increase of 15.9 per cent compared to 2013.

Ducati XDiavel
Has there ever been a sexier powercruiser?! Ducati knocked it so far out of the park with the new XDiavel, which will stand alongside the standard Diavel (and probably outshine it substantially) next year. 1262cc of desmodromic, Ducati Valve Timing (DVT) Italian style and speed, the XDiavel is as much a visual statement as a performance one. The engine is the visual centerpiece in the XDiavel – there’s no visible water hoses anywhere – and the slash-cut exhaust mufflers, agrresive wheel design and beautiful chassis gives the XDiavel a seriously rocking style.
It’s going to a one pimping ride, oh yes…
Kawasaki ZX-10R
This is one we’ve been waiting five years for. The 2016 Kawasaki ZX-10R will be graced with an all-new engine with top to bottom changes including a new crank, pistons, rods, valves, cams and cylinder head, plus there’s the completely revised chassis that includes Showa’s WorldSBK-derived Balance Free Fork features an external damping valve chamber, just like the Öhlins TTX/FGR range. And there’s enough electronic firepower to bring it right up to the tech giants like Yamaha’s YZF-R1 and the Ducati 1299 Panigale with traction and launch control and the Bosch IMU with cornering ABS.

KTM 1290 Super Duke Grand Touring
We love our 1290 Super Duke R. Love it, love it, love it. It does everything a big streetbike should – it’s fast, handles beautifully and looks mean as hell – but KTM thinks it needs a brother, so they’ve thrown some bags on it and called it a GT. The Super Duke Grand Touring also gets a 28 percent larger gas tank, all the electronics of the standard Super Duke with the addition of Hill Hold Control (stops the bike rolling back on a hill before you take off), and wild orange and silver graphics. The Grand Touring will complete the 1301cc V-twin circle that also includes the Super Adventure, and we can’t wait to throw a leg over this bad boy and head for the hills with no particular place to go.
Triumph Thruxton R
Modern retro. That’s an oxymoron if ever we’ve head one. But if anyone can pull it of, it’s Triumph with the beautiful Thruxton R. This British bruiser will be loaded with a massive 1200cc parallel-twin with 62 percent more torque than the old 865cc model; there’s gorgeous gold Showa forks, Brembo monobloc brakes and twin Öhlins shocks, but the main talking point with the Thruxton R is just how well Triumph has retained their old school looks while making this machine a model for the future.
Triumph has also manufactured a massive array of aftermarket accessories for the Thruxton R to make customizing easier. This was an initiative taken at the very early stages of prototyping with the Thruxton R, and will surely house the marque and model in good stead for years to come.

Husqvarna 701 Supermoto

Yep. If ever there was a bike that Cycle News frothed over, it’s the Husqvarna 701 Supermoto. No one needs a 690cc single-cylinder dirt bike with road wheels on it. But Husqvarna thinks you do, so you should thank whatever god you pray to that they’ve built it! This is going to be one maniac of a machine, and hopefully it’ll encourage other manufacturers to build something equally as insane and awesome in sheer brutal retaliation. Husqvarna can’t be alone in the crazy stakes…
And on the seventh day, he went sliding!
Honda Africa Twin
We couldn’t leave this one off the list! The Africa Twin promises to be one of the hottest machines ever to come from Honda and is absolutely suited to the rigors of American off-roading. This is a real adventure bike in the truest sense of the expression. It’ll go OK on the road, but the dirt is where its heart lies – and that’s something we love. The DCT (Dual Clutch Transmission) version (pictured) of the 998cc parallel-twin promises to warp many people’s perception of what an essentially automatic motorcycle can really do, and with less weight than the competition (despite a one of the smallest engines in the big bore ADV class), there is no doubt the Honda Africa Twin will be the bike to watch in 2016.

The fashion world can be daunting at the best of times. Sure, regular men’s fashion is pretty easy — we all know what shorts and a t-shirt are — but throw new terms like brogues, chambray and chinos into the mix and confusion kicks in.
On top of that you have a myriad of dress codes that leave the regular guy wishing someone would just spell it out for him. So, we’ve done just that — with the help of two experts in the biz.
Chinos
Chinos aren’t jeans, and they aren’t suit pants. So, what are they?
“Chinos are simply cotton, or cotton blend pants,” men’s fashion designer Brent Wilson told The Huffington Post Australia.
“Chino is actually the name of the 100 percent cotton twill cloth from which the pants are made, but the name ‘chinos’ is now commonly used to describe tailored cotton pants, whether they are made from chino fabric or a substitute.”
Stylist Lydia-Jane Saunders agrees, and sheds some light on the origin.
“The chino fabric originated in China, hence the name. Originally it was used for work and military uniforms before becoming popular in mainstream fashion in the 20th century. Traditionally the main colour is khaki, as well as stone, but you now see a lot of navy and burgundy — actually almost any colour these days,” Saunders said.
So what of the current trend of rolling chinos at the hem?
“If you have long legs I say roll up or cuff your pants, but if you have a shorter frame its best to avoid this as your legs will only look shorter. I like to see this look with a simple plain tee and blazer or a patterned shirt with the sleeves rolled,” Saunders said.
Loafers
Are loafers and boat shoes one in the same, or do they differ?
“They are very similar depending on who you ask or what brand you purchase, but traditionally boat shoes have a rubber sole for non-slip and are unlined to facilitate quicker drying, whereas a loafer can be made from any materials and traditionally have a slight elevated heel,” Wilson said.
“Boat shoes tend to be sportier than loafers, especially with their herringbone patterned rubber sole that helps grip on slippery surfaces, such as boats. Boat shoes often have laces, but loafers never do. Traditionally boat shoes were only worn on boats but both styles are now very common for casual wear,” Saunders said.
Should men wear socks with the abovementioned shoes?
“In my opinion, never!,” Saunders said.
Wilson is a bit more lenient on the old sock, as long as it can’t be seen.
“I personally always wear socks but use a ‘sockette’ (I may or may not steal these from my girlfriend). They are a very low-cut sock that can not be seen whilst wearing your boat shoe or loafers, but will ensure your feet are kept smelling like they won’t cause death to others when removing your shoes. Rule, Boat shoes — no socks or sockets only. Loafers — sockets or socks, but the socks must compliment the outfit,” Wilson said.
Chambray shirt
Okay, so we know it’s a shirt. But what is the chambray part?
“Again, ‘chambray’ is simply the type of fabric (a plain weave fabric woven with a coloured yarn in the warp and a white yarn in the weft, but is woven in a twill construction), so when chambray fabric is made into a shirt you get a ‘chambray shirt’!,” said Wilson.
“Many people think chambray is denim, but it isn’t. It is a lightweight cotton woven fabric. Usually a light blue colour, which is why people mistake it for denim. Personally I love the look of a chambray shirt and darker jeans,” Saunders said.
Short sleeve button up shirts
Quizzed on whether it is good fashion for men to wear short sleeve button up shirts, the jury was divided.
“No, I’m not a fan. I prefer long sleeves rolled up to the elbow. But if someone does want to wear a short sleeved button up shirt, it needs to be cuffed,” Saunders said.
“Yes, yes and yes. Did I mention we at Brent Wilson offer a fantastic short sleeve cotton Oxford shirt this season?,” Wilson said.
‘Smart casual’ dress code
Dress codes are tricky as everyone has a different take.
“This is a hard one. It really depends on the workplace and event context and should be interpreted dependant on this. I believe smart causal to be a mix and match of casual and formal pieces in the one outfit. Tailored shirts, shorts, chinos jeans, blazers, loafers, brogues or a nice pair of fashion trainers,” Wilson said.
“People are divided on whether jeans are appropriate for smart casual. I say they are, if they are dark with no rips, but they must be worn with a blazer. Chinos are perfect and shoes must be closed,” Saunders said.
‘Cocktail’ dress code
For women, cocktail means a dress that hits the knee, but what about for guys?
“Men should wear a suit (with or without a tie), dress pants with a dress shirt, or even a nice pair of pants with a sport coat or jacket,” said Wilson.
“Cocktail for a man is still formal but you can be a little more creative. A slim fit windowpane suit with a dark hued tie and shirt — but not black — is perfect. It can also be a blazer and trousers, never jeans. I’m a big fan of brogue shoes for cocktail too, and a pocket square,” said Saunders.
‘Formal/black tie’ dress code
“Black tie does not mean you must show up in a black suit. Rather, that your host has put a tremendous amount of effort into making the evening exceptional and are relying on you to respect the unique elegance that black tie so brilliantly brings. The dress code indicates the formality, not the colour. Think dinner suit jackets, in black, white or a variety of other unique and elegant fabrications and colours. Black tailored pants always. Crisp white shirts always, with a bow tie or tie,” Wilson said.
